Annotate the following dialogues for the initiative coding scheme introduced in
Elnaz Nouri, David Traum Initiative Taking in Negotiation, In Proceedings of the 15th Annual Meeting of the Special Interest Group on Discourse and Dialogue (SIGDIAL), 2014

For each numbered turn, indicate all (and only) the codes (N I F or R) that apply. Optionally for F and R, indicate the best matching turn number that this is a fulfillment of obligation (F) or reference to (R).
